Q: Do I shuffle my discard into a deck when my deck is empty? Or do I wait until I need to draw?

You wait until you need to draw, and your deck is empty. If your deck is empty, but you do not need to draw, your deck simply stays empty UNTIL you need to draw. The rulebook explained how this common deck builder mechanic works incorrectly.
Q: What happens if I draw through my entire deck in a single turn?

You still shuffle your discard into a new deck. HOWEVER cards you played this turn DOES NOT enter your discard until the end of the turn, therefore cards you've played this turn do not get shuffled back into your deck.
Q: What happens if I need to hibernate but there are cards that I can target for the hibernate?

You simply cannot perform the hibernation and any effects that require you to hibernate for that action.
Q: What happens if my deck is empty, I need to draw, and there are no cards in my discard or play area to hibernate?

You simply skip the hibernation step, and then do not shuffle your discard (which is empty) into a new deck, and all remaining draw effects are skipped.
Q: Can the Banana Frog's faction ability to move an enemy frog move a opponent's Frog that is occupying a Lilypad, even if that opponent has other frogs in the Pond?

Yes. The unoccupied lilypad can then be immediately taken by you if have a Banana frog in that Pond.
Q: Can the Wizard Frog card ability to move a frog target an opponent's Frog?

Yes, it can target any frog that is in a pond you are in, including enemy frogs!
Q: Can the Wizard Frog card ability to move a frog move a opponent's Frog that is occupying a Lilypad, even if that opponent has other frogs in the Pond?

Yes. The unoccupied lilypad can then be immediately taken by you if have a Wizard frog in that Pond.
Q: When a card says "Gain 1 March Action", does that I mean I can save that March action for later in the turn?

Yes, gained March and Attack actions are basically banked and can be used anytime during your turn. Effects that say "Take a March Action" means you must perform that action as part of the card's resolution.
Q: If I "spend" or "lose" VP, does those VP tokens go back to the supply?

Yes, spent or lost VP goes back to the total supply of VP tokens. They are not removed from the game.
ERRATAS
Wizard Frogs Faction Ability (nerf):

OLD: Transmutation - Once per turn, you may remove 1 of your frogs in a Pond with no enemies to draw 2 cards, then discard 1 card.

NEW: Transmutation - Once per turn, you may remove 1 of your frogs in a Pond with no enemies to draw 1 card.
Banana Frogs Faction Ability (reword):

OLD: Slip and Slide - One per turn, when you March, you may move 1 enemy Frog along with each of your Frogs in that March.

NEW: Slip and Slide - One per turn, when you March, for each Frog you moved, you may also move an enemy Frog from the same Pond to any adjacent Pond.
Rule for when your deck is empty:
- OLD: If your deck is empty, you must immediately Hibernate a card from either your discard or play area. Then shuffle your discard pile to form a new deck.
- NEW: If your deck is empty and you need to draw, you may immediately choose a card from your discard pile to Hibernate, then shuffle your discard pile to form a new deck.
