The printed rulebook is slightly out of date. The digital rulebook will always be the most up to date version. There will be 3 non-upgraded Elemental Skill cards per character, not 2. When setting up, build a deck of 20 non-upgraded action cards from the 24 total cards across your 4 characters. You can purchase un-used non-upgraded action cards for 3 Mora.
